The Manawatu-Whanganui Regional Growth Study is an independent report commissioned by the Ministry of Business, Innovation and Employment (MBIE) and the Ministry for Primary Industries (MPI), in conjunction with the region.

The report identifies eight opportunities for growing investment, incomes and employment in the region and have been prioritised in line with a mix of criteria including ease and immediacy of realisation, contribution to the region and leadership from stakeholders. The eight opportunities are:

  1. Tourism and visitor services (primarily Ruapehu and Wanganui Districts but also Rangitikei)
  2. Sheep and beef farming and processing (entire region, particularly within Wanganui, Rangitikei, Manawatu and Tararua)
  3. Land use intensification (Rangitikei, Manawatu, Tararua and Horowhenua)
  4. Manuka honey (Rangitikei, Wanganui, Ruapehu and Tararua)
  5. Fresh vegetables (Horowhenua, Rangitikei and Ruapehu)
  6. Poultry and grain processing (Horowhenua, Rangitikei and Manawatu)
  7. Affordable care and lifestyle for older people (Initially in Horowhenua but also Wanganui)
  8. Business process outsourcing and food innovation outsourcing (across the region but centered on Palmerston North).

The report also identifies three strategic areas that will require strong and focused attention to enable these opportunities. These are: transport and distribution; productivity of Māori land; and growing business by building capacity, scale and innovation.

The Study has led a strategy, Accelerate25, which sets out how the findings will be implemented. MBIE, MPI and Te Puni Kōkiri (TPK) have all committed resources to enable this development in partnership with business, local government and iwi leaders.
The initiative is being led from within Horizons Regional Council. An enewsletter helps to keep people up to date with progress around Accelerate25.
