Proposed Treasury Management Policy - Community Feedback

Council welcomes community feedback to the proposed Treasury Management Policy, specifically:

  • Whether the proposed policies are clear, unambiguous and easy to understand;
  • Whether the proposed policies reflect the community’s views of how Council’s finances should be managed;
  • Whether the proposed policies are appropriate for the Rangitikei context;
  • Whether they would like to see any changes to the proposed policies.

Background

The purpose of the proposed Treasury Management Policy is to outline approved policies and procedures in respect of all treasury activity to be undertaken by Rangitikei District Council ("RDC"). This activity includes all aspects of how Council manages its funds. The formalisation of such policies and procedures will enable treasury risks within the Council to be prudently managed.

The Treasury Management Policy includes the liability management and investment policies, last reviewed in 2013, both of which are required by section 102 of the Local Government Act 2002.

During 2015 a further comprehensive review was undertaken, to ensure that the move to being a net borrower of funds was adequately safeguarded and to satisfy requirements of the Local Government Funding Agency (a potential source of funds on a longer-term basis than generally available from other financial intuitions).
