Bulls Domain community engagement workshop
As Bulls prepares for growth, we need to develop a plan that will protect, enhance, and ensure effective use of natural spaces in our community. The parks, reserves, walkways, and green spaces in Bulls facilitate community connection, and are important to making this place home.
May 12, 2025

To help us plan for growth, Rangitīkei District Council has engaged Craig Pocock from Design Environment to prepare a Recreation and Open Space Network Survey and Analysis for Bulls. The purpose of this project is to ensure a planned and cohesive approach to the future development of open spaces in the Bulls area.
The project will be completed in two stages. The first stage involves a review of recreation and open spaces in consultation with iwi/hapū and community groups interested in the development of open spaces in Bulls, as well as significant projected residential growth. The second stage will focus on developing a dynamic and long-term Master Plan for the Bulls Domain, that makes the connection between the domain and the rest of the town.
Community Engagement
Engaging with stakeholders, iwi and hapu, user groups and community groups is important for this project. We are holding a series of workshops in June to ensure this work is centred on the needs of the Bulls community, and the wider Rangitīkei.
This community engagement includes:
- Meeting with iwi and/or hapu.
- Meeting individually with groups who regularly use the Bulls domain and surrounding open spaces (such as sports clubs) to gain an understanding of their current membership rates, trends, events, issues, and aspirations.
- Hosting an open public session to gather wider feedback from Bulls residents not explicitly connected to a user-group.
Based on the information gathered during these workshops, a survey analysis diagram will be prepared for each user-group. These diagrams will illustrate the constraints and opportunities each user-group face (e.g. limited parking spaces or multi demand for playing fields).
This is open to all public members to provide important insights into this work and we would like to invite you to attend a 1:1 workshop with Craig and the team at Te Matapihi, 4 Criterion St Bulls, Wednesday 4th June 5:15pm – 6:45pm.
This is an opportunity for you to share how you currently use the Bulls domain and its surrounding green spaces, and the constraints and opportunities facing the space as you see them. Your perspective is incredibly important, could you please let us know by return email if this time works for you, and how many people will be attending from group.
