Summary of Information


The Policy

Council’s Rates Remission Policy is required under section 102 of the Local Government Act 2002, with the specific requirements set out under section 109. The policy provides for remission of rates under specific objectives and criteria. This policy remits rates under eleven specific objectives and criteria:

  • Economic Development
  • Incentives to address earthquake-prone buildings
  • Community, sporting and other not-for-profit organisations
  • Contiguous rating units owned or leased by a single ratepayer
  • Multiple toilet pans
  • Penalties
  • Land affected by natural calamity
  • Land protected for natural conservation purposes
  • Financial hardship or disproportionate rates compared to the value of the property.
  • Incentivising residential development
  • Land subject to rezoning
  • Any other matters

Proposed Changes to the Policy Earthquake Prone Buildings

  • To be eligible, the earthquake prone building must be strengthened to at least 67% of the New Building Standard.
  • Strengthening work or a new building must receive a code compliance certificate prior to 1 July 2030.
  • If a remission is granted, a remission of $5000 excluding gst will be given. Land Subject to rezoning
  • This remission is to partially remit rates for ratepayers that have an increase in rates that is due to an increase in land values caused by a Council initiated zone change.
  • To be eligible the rating unit must not be rezoned through a Council initiated plan change prior to 1 July 2024.
  • This remission is not eligible for properties rezoned through a private plan change.

Written submissions from the community are open until 5pm Sunday 7 April, 2024.
